Description 

The Expanded Learning Opportunities Program (ELO-P) provides funding for afterschool and summer school enrichment programs for transitional kindergarten through sixth grade.

“Expanded learning” means before-school, after-school, summer, or intersession learning programs that focus on developing the academic, social, emotional, and physical needs and interests of pupils through hands-on, engaging learning experiences. It is the intent of the Legislature that expanded learning programs are pupil-centered, results-driven, include community partners, and complement, but do not replicate, learning activities in the regular school day and school year.

LEAs with a UPP lower than 80%, will be required to offer the ELO Program to all TK/K-6 classroom-based unduplicated pupils and provide program access to 50% of enrolled TK/K-6 classroom-based unduplicated pupils (UPP).

Menlo Park City School District will be required to provide program access to 50% of enrolled TK/K-6 classroom-based unduplicated pupils (UPP). The state’s definition of access with respect to an “expanded learning opportunity program,” means to enroll in the expanded learning opportunity program. If a parent or guardian has a signed expanded learning opportunity program registration form and that form is on file, the pupil shall be considered enrolled in the expanded learning opportunity program. For a local educational agency receiving an expanded learning opportunity program apportionment, transportation shall be provided for any pupil who attends a school that is not operating an expanded learning opportunity program to attend a location that is providing an expanded learning opportunity program and to return to their original location or another location that is established by the local educational agency. Districts do have the flexibility to create a wait list as they ramp up their program and ensure staffing ratios if your program is filled to capacity. As districts work to add slots from the waitlist, homeless & foster youth are priority groups.

Apportionment: Ongoing 2022-23 ($550,000)

Menlo Park City School District is committed to providing high-quality programs that are learner-centered and meaningful for students. Through the Expanded Learning Opportunity Program Funding, the district will be able to offer a variety of opportunities to support the whole child. Please see below for program descriptions.

Funds will be used as described below (actual allocation to programs will be determined by student enrollment):

• TK-6 Grade Summer, Intersession, and After School Care with Newton 

  • Newton will provide an age-appropriate and structured daily program that will include academic support, social-emotional, and individualized activities that will keep students engaged, foster friendships, and align with the whole child framework. Each week students will have access to a variety of enrichment classes. Examples of enrichment classes include art, mindfulness, cooking, coding, robotics, math games, basketball, and chess.

• Hillview Before & Afterschool Academic Homework Center Support

  • Supervised by a Hillview staff member, the center is a quiet environment where students have access to textbooks, materials, and a place to receive support on starting or finishing homework. 

• Summer Programming

  • MPCSD’s summer school academic programs are designed to accelerate learning for our most academically at-risk students. include the following: Math Bridge (6-8), Math Elevate (3-6), and our general education program (K-8) and Kick Off to Kindergarten. These programs will be by invitation only. Students must receive an invitation to participate in these programs.
