Citizens' Bond Oversight Committee

The Menlo Park City School District has established a Citizens' Bond Oversight Committee (CBOC), pursuant to the California Constitution, to inform the public concerning the expenditure of bond revenues, actively review and report on proper expenditure of taxpayers’ money for school construction, and advise the public regarding whether the district has met Constitutional requirements. 

The CBOC is not an advisory committee to the construction program; rather, it has an audit role and reports to the public. CBOC meetings are subject to the Brown Act. The district works with bond counsel to ensure all requirements are met. The CBOC will:

  • Ensure bond revenues are expended only for the construction, reconstruction, rehabilitation, or replacement of school facilities (Article XIIIA, Section 1(b)(3) of the California Constitution)
  • Ensure no funds are used for any teacher and administrative salaries or other school operating expenses (Article XIIIA, Section 1(b)(3)(A) of the California Constitution)
