Contractor Prequalification
Overview
Menlo Park City School District requires contractors to be registered and qualified to perform public work pursuant to Labor Code § 20111.6. This qualification process is managed through our external portal and is required prior to submitting any bid, proposal, or statement of qualifications for formal bids (AB2031) and CUPCCAA projects. The CUPCCAA and AB2031 prequalification processes require separate applications, and contractors must complete and submit both to be considered for inclusion on each list.
How To Apply
Menlo Park City School District uses an external vendor portal PQBids, for application submissions.

CUPCCAA applicants will be asked to:
- Provide a valid California contractor license
- Complete the required online application form
- Renew their application annually to remain active on the list
AB 2031 applicants will be asked to:
- Provide a valid California State License Board (CSLB) contractor license number
- Provide a valid Department of Industrial Relations (DIR) registration number
- (Note: DIR registration will be reinstated effective June 22, 2025)
- Provide two years of audited or reviewed financial statements
- (Alternatively, a Small Business Enterprise (SBE) certification issued by the
Department of General Services (DGS) may be submitted)

- Provide a bond or surety letter indicating both general and aggregate bonding capacity
- Provide a current Certificate of Insurance, including Workers’ Compensation coverage
- Provide documentation of six (6) completed K–12 public works projects within the past five years
- Complete the required online application form
- Renew their application annually to remain active on the list

- The District accepts applications on a rolling basis throughout the year
- The Board of Education reserves the right to accept or reject any applications, to waive minor irregularities, and to act in the best interest of the District

Informal Bid Eligibility
This process applies to construction and/or maintenance projects under $220,000 across all construction trades. Contractors who meet the qualifications and complete the application will be placed on the District’s informal bid list.
Please note:
- Being on the list does not guarantee notification of all RFQs, RFPs, or bids
- Bid notifications are sent based on the relevant trade category
- The District may also publish project opportunities in designated trade journals and newspapers
